He An focused on photography in the beginning of his career, and later developed the Neon Lights Project that he continues to work on today. His works concerns the rapid changes in China, such as the influx of Western influences and rapid economic growth, and how they transformed the Chinese society.

Born in 1971 in Wuhan, China, He An graduated from the Hubei Academy of Fine Arts in 1996. He has exhibited around the world, notably at Fukuoka Art Museum (2000), He Xiangning Art Museum in Shenzhen (2000), Chambers Fine Art in New York (2001), Guangdong Museum of Art in Guangzhou (2003), Today Art Museum in Beijing (2005), Tate Liverpool (2007), Ullens Center for Contemporary Art in Beijing (2009), White Rabbit Museum in Sydney (2011) and Carnegie Museum of Art in Pittsburgh (2013).
